India has taken a major step to make travel easier for Russian tourists. During the 23rd India–Russia Annual Summit in New Delhi, Prime Minister Narendra Modi announced that Russian citizens will soon receive a free 30-day e-tourist visa along with a 30-day group tourist visa. The announcement came during Russian President Vladimir Putin’s state visit to India from 4–5 December 2025.
This new visa policy is expected to give a strong push to leisure travel, cultural exchanges and student mobility between the two countries.
A New Push for Tourism Between India and Russia
At the joint press conference, PM Modi confirmed that India is preparing to launch the free e-tourist visa exclusively for Russian nationals. The move aims to encourage more travellers from Russia to explore India’s beaches, hill stations, spiritual hubs and winter destinations.
Both sides noted that tourism flows have been increasing steadily, and easier visas will help the sector grow faster. The new announcement complements ongoing efforts by India and Russia to simplify visa processes, including the introduction of mutual e-visa systems.
Strengthening a Longstanding Partnership
The summit marked 25 years of the India–Russia Strategic Partnership. Leaders from both nations reviewed progress in political, economic, security, scientific and cultural cooperation. Tourism has now been identified as a key area where both countries see strong potential for expansion.
With the upcoming free visa facility, India hopes to attract more Russian travellers seeking:
- Winter beach holidays in Goa and Kerala
- Cultural circuits in Delhi, Agra, Rajasthan and Varanasi
- Himalayan wellness retreats in Rishikesh, Dharamshala and Manali
- Long-stay cultural and educational programs
Cultural and Educational Exchanges to Expand
Cultural diplomacy was another important theme at the summit. India and Russia praised their collaboration in literature, cinema, festivals and cultural fairs. Both countries also acknowledged the rise in student exchanges and committed to building stronger university partnerships.
PM Modi highlighted new initiatives to deepen cultural engagement in Russia, including the opening of two additional Indian consulates and the public exhibition of sacred Buddhist relics, which attracted thousands of visitors.
These efforts, combined with easier travel rules, are expected to draw more Russian students, artists and cultural groups to India.
What Travellers Should Expect Next
Once implemented, the free 30-day e-tourist visa will allow Russian visitors to apply online and enter India without paying visa fees. More details on the rollout are expected soon, but the announcement has already been welcomed by the travel and hospitality industry.
